OFFICE OF THE CITY CLERK

The City Clerk serves as the Clerk to the Honolulu City Council; manages, disseminates and maintains the public records of the City Council, provides technical and clerical services for meetings and provides institutional knowledge of Council proceedings; acts as the custodian of and safely keeps and disposes of all books, papers and records that are filed in the Clerk's Office, including the separate keeping of all ordinances, resolutions and rules and regulations of all City agencies; maintains custody of the City Seal; authenticates any official papers and instruments requiring certification and holds the authority to administer the Oath of Office; is responsible for voter registration; conducts all elections for the City and County of Honolulu in accordance with the City Charter and the laws of the State; and performs such other functions as required by the charter or by law.

 

Administration The Clerk is responsible for directing all programs and activities of the Office of the City Clerk.

 

Council Assistance Division This division is responsible for providing staff support services to the City Council at all of its council and committee meetings and public hearings.  The staff is responsible for recording and reporting all proceedings, processing all resolutions and bills introduced and acted upon by the Council, processing and indexing of related communications, and providing reference and research services regarding enacted or pending legislation and other Council documents.

 

Elections Division This division is responsible for conducting all elections held in the City and County of Honolulu, performs voter registration functions, and during reapportionment years, provides clerical and technical services to the Reapportionment Commission pursuant to the revised Charter of the City and County of Honolulu and the election laws of the State of Hawaii.

 

Support Services Division This division provides office management and support services for the Office of the City Clerk and performs all functions concerning personnel and fiscal matters and provides audio, printing and mail messenger services for the legislative branch of the City and County of Honolulu
