About the Revised Ordinances of Honolulu 1990 (ROH)
The Revised Ordinances of Honolulu 1990 (ROH) is compiled by the Office of Council Services, the official Revisor of Ordinances. The year in the title refers to the last time the ordinances were "recodified," that is, reorganized and reformatted; "1990" does not reflect the frequency of update. The ROH includes all of the ordinances of a general and permanent nature currently continuing in force, except such statewide national and international codes as the International Building Code, the Uniform Plumbing Code, and the State Fire Code which are incorporated into the ROH by reference.

Accessing the published ROH
The official ROH is published as a four-volume set. The general public may access and review the printed ROH at the Hawaii State Public Library (Hawaii Pacific Section, First Floor) or the Hawaii Supreme Court Library. Official copies are also available for purchase from the publisher.
The publisher semiannually distributes supplement pages to subscribers to update the ROH. To determine if any sections in the official version of the ROH have been amended since the last supplement, see the Recently Enacted Ordinances section and consult the "Current Table of Sections Affected." Copies of individual ordinances are available from the City Clerk, Council Information & Records Office.

The ROH online database webpage
The Office of Council Services provides and maintains this ROH online database webpage. It is intended for use as an online research tool and is an unofficial version of the ROH.
The online database is intended to contain the full text of the ROH separated by chapter and article. Larger chapters are divided into multiple files separated by article number. Online files are updated regularly and uploaded in Adobe Acrobat Portable Document Format (PDF). Users will need the Adobe Reader file viewer.

ROH Updates – Using the "Table of Sections Affected"
The publisher distributes supplement pages semiannually to update the printed ROH. The ROH online database is updated regularly in an effort to reflect the official printed ROH.
To determine if a section of the ROH has been amended since the last supplement was printed, go to Recently Enacted Ordinances and consult the "Current Table of Sections Affected." This table lists by section number the ROH sections that have been amended, repealed, re-enacted, or newly enacted by which ordinance.
When consulting the ROH, you will find, in parentheses, a legislative history notation at the end of each section listing ordinances which have amended that particular section of the ROH since Ordinance No. 87-97. If the ROH section you are researching is listed on the Current Table of Sections Affected, and the correlating ordinance is not in the legislative history note, please consult the ordinance for the amended language for that section. Copies of individual ordinances are available from the City Clerk, Council Information & Records Office.
