If a LIENHOLDER is indicated, the lienholder must complete Section B.

The NEW REGISTERED OWNER(S) must:

  • Print their name(s) address and sign on the appropriate lines in Section D.

The NEW LIENHOLDER, if any, must complete section E.

The NEW REGISTERED OWNER(S) must SUBMIT:

  • Last issued Certificate of Registration;
  • Current Hawaii Vehicle Inspection Certificate;
  • If you are a non-resident active duty military service member, submit a properly completed Non-Resident Certificate, Form CS-L(MVR) 50.  Form CS-L(MVR) 50 is available from your military personnel office or your military unit.

The required taxes and fees will be determined by registration or Satellite City Hall personnel.

Transferring Ownership of Out-of-State or Another Hawaii County Titled Vehicle

If your vehicle was previously issued an Out-of-State or another Hawaii County Certificate of Title, you must record the ownership transfer in the City and County of Honolulu  and obtain a City and County of Honolulu Certificate of Title.  To accomplish this transfer, you must:

  • Complete and sign an Application For Registration, form CS-L(MVR)-1.  If the vehicle is to be registered in two names, both parties must sign;
  • Submit the last issued Certificate of Registration that was issued by the other State or County;
  • Submit the properly endorsed Out-of-State or other County Certificate of Title.  If the Certificate of Title is not released by the recorded owner(s), a notarized bill of sale from the seller to you must accompany the Certificate of Title.  If a lienholder is indicated on the Certificate of Title and the lienholder has not released their interest on the Certificate of Title, a lien satisfaction letter or the original canceled contract with stamped "PAID IN FULL" must accompany the Certificate of Title to remove the lienholder;
  • Submit a current Hawaii Vehicle Inspection Certificate;
  • If the vehicle being transferred is from another State, submit a bill of lading (shipping receipt) showing the vehicle's state of entry in Honolulu.  The bill of lading is not required if the vehicle has a current Out-Of-State Vehicle Permit.  The bill of lading is not required if you are recording a transfer with another Hawaii county's Certificate of Title;

If the vehicle being transferred is from another State and the manufacturer's established shipping weight is not available to the registering personnel, you may be required to have the vehicle weighed at a Hawaii State-certified scale.
