Samuel E.H. Moku Director Prior to coming over to lead DCS, Sam Moku was the Director for the Home Ownership Assistance Program (HOAP) at the state Department of Hawaiian Home Lands. The focus of HOAP was to prepare native Hawaiians for homeownership. Mr. Moku created the HOAP business plan that implemented three service components: financial literacy services, job training and placement services, and drug and alcohol addiction services. It was through his leadership that over 2,000 native Hawaiian beneficiaries across the state accessed those services, of which approximately 400 families became homeowners.
