NOTICE:

The Hawaii State Department of Labor & Industrial Relations

extended ALL existing ETP approvals to January 30, 2013.

In other words, if you were approved as an ETP provider prior to June 30, 2012, your

approval did not expire this past June 30, 2012.  Instead, your ETP

approval is automatically extended to January 30, 2013.

Eligible Training Provider Program (ETP) for Schools & Training Providers

The Federal Workforce Investment Act (WIA) of 1998, mandated Local Workforce Investment Boards (LWIBs),

in partnership with the state, to review applications and approve a list of training providers. 

If approved, such training schools/programs may be eligible to receive

Federal WIA funds for the purpose of providing training to eligible

WIA adults and dislocated workers to prepare them for employment

in high demand occupations identified by the Hawaii

State Dept of Labor & Industrial Relations

  What determines which course(s) eligible students register for?

Answer:  The federal government allows us to subsidize tuition only for classes that prepare persons for high demand occupations.  Federal law does not allow us to subsidize tuition if there are no jobs available in your field or if there are already students being trained to fill projected vacancies.  Please be aware that even if you are providing training for high demand occupations, we cannot force people to sign up for your courses.

 

  I can't find your website -- I can only find www.owib.org -- what is your web address? 

Answer:  if you are reading this, then you are on our website and exactly where you need to  be to locate the ETP application form.  Yes, this is our only website -- www.owib.org.  

 

  What do we need to attach to our application?

Answer:  Read the application form. You MUST provide verification of all licensure, tax, insurance, accreditation, ETC. that you are citing in your application -- this means that ATTACHMENTS ARE REQUIRED for ALL of these items.  If any of these are missing, you application cannot be processed.

 

  What is DOE Licensure?

Answer:  For ALL questions about DOE licensure, please call: the DOE Ed LICENSING Specialist, at  203-5511 ext. 2122  

 

  What is a Tax Clearance Form? 

Answer:  This information is now a part of the "Hawaii Compliance Express" form of the Hawaii State Department of Accounting and General Services (DAGS)  Please submit a "Hawaii Compliance Express" form with your application.  The form must clearly state that you are in compliance with all federal and state taxes.  We do not accept documents which indicate an inquiry was "submitted" to DAGS.  Here is a link to the "Hawaii Compliance Express"  --  https://vendors.ehawaii.gov/hce/splash/welcome.html  

All questions about the "Hawaii Compliance Express" form must be made directly to DAGs.

 

 What is Certificate of Liability Insurance?  

Answer: All insurance agents are familiar with this document. Please give your insurance agent the list of "insureds" listed in the application form.  (Note: some of your insurance agents call it "Additional Insured," but others seem to call it something else).  We are not insurance agents and will not answer insurance questions of any kind. -- please contact your insurance agent to ask what Certificate of Liability Insurance is and how to get such coverage

 

The "Additional Insureds" --  as indicated above -- is located in the application form.  See page 3 of 11. 

 

Many insurance agents ask for an address to list with your "Additional Insureds."  Please use this address:

  How do we make changes to our application? 

Answer:  You are the applicant and therefore ONLY YOU CAN MAKE CHANGES to your application form.  Please do not ask your student or your neighbor or even us to make changes to your application.  You are the applicant and you are the one certifying that everything in your application is true.  If you wish to change anything on your application form, then you can send us a new application to replace, in whole, your former application.

 

 AMENDING YOUR APPROVED COURSE MATRIX:  If you are adding/deleting/changing/renaming/etc courses only -- simply submit a NEW Course Matrix -- this matrix will completely replace your existing matrix. 

 

Kindly accompany the "NEW" matrix with a very short cover memo indicating why you are sending us a course matrix.

For example:  "We are submitting for approval this new course matrix to replace our existing course matrix.  This is because we _____added/deleted/changed/etc______  the following course(s)________" 

 

Why a cover memo?  Imagine if someone sent you a matrix in email with absolutely no explanation of why they were sending it to you -- the brief cover memo is merely a way of letting the recipient of your correspondence know why you are contacting them.  Just two or three simple sentences will do it.

 

  We do know that one or two of you might miss the old 90 page application packet.  But, we hope that most of you will keep an open mind and like our new online system that is just 11 pages long. 

 

  If you do not see things in the new streamlined 11 page application form that you used to see in the old 90 page application packet -- BE HAPPY.   Please do not ask us for permission for you to add things to the new 11 page form so it can be exactly like the 90 page packet.  Believe it or not, some applicants have actually asked such questions.

 

   PLEASE do not attach "extras" such as brochures, flyers, news articles and other items to your application form -- they are clogging up the system.  Please keep things simple and just attach what the application form clearly asks you to attach.  Applications that choose to attach "extras" will be rejected.

 

  Please DO NOT email more than one copy of your application to us -- it does not increase your chances of having your application processed more quickly as all you are doing is getting everyone confused about if you are sending "new" applications or if one application is the "correct" one versus others are the "wrong" one, etc.  Please be considerate of other applicants.
