Advisory Opinion No. 40
This is in reference to the disclosure of outside employment submitted by Employee X who is employed as an Engineering Draftsman.
After reviewing the statements in the disclosure and interrogating Employee X, the Ethics Commission has found that:
1. Employee X has an outside employment with Y Engineering Company as a draftsman;
2. Employee X is an Engineering Draftsman with the City;
3. Employee X, as a member of the Planning Department, does only draftsman work for City projects and has no duty or responsibility to review any drafts he may have done for private parties as a member of Y Engineering Company; and
4. Review of drafting for the Planning Department is done by a section other than the section to which Employee X is assigned.
In view of the foregoing, the Ethics Commission concludes that there is no conflict of interest in connection with the outside employment of Employee X.
Dated: Honolulu, Hawai‘i, November 28, 1973.
