Labor Relations

The Labor Relations Division administers 8 collective bargaining agreements; provide assistance to management on employee-employer relations, contract administration and training matters; negotiate collective bargaining agreements; represent the City in grievance meetings and serve as employer advocate in arbitration proceedings.

 

There are four unions and eight bargaining units within the City & County of Honolulu.  The Hawaii Government Employees Association (HGEA) represents the largest segment of the workforce, followed by the United Public Workers (UPW), the State of Hawaii Organization of Police Officers (SHOPO), and finally Hawaii Fire Fighters Association (HFFA).

 

Training Branch 

 

The Training Branch plans, develops, and implements personnel development and training programs to increase employee productivity; prepare employees of the City and County of Honolulu to assume broader responsibilities; and improve the efficiency, economy, and quality of public service provided by employees.

 

A Training Catalog is produced twice a year, in which City employees may take advantage of training opportunities offered to improve their skills and expand their knowledge on a variety of topics.  Training programs include areas of leadership/management, policy training/updates, employee development and wellness.  In addition to scheduled classes, departments may also contact the Training Branch to customize specified training programs.
