ALLEN, Julia E.

My commitment to our community includes serving as a current board member and attending St. Louis Hts Community Assoc meetings. I live in the same home purchased by my parents when i was born. My family moved to the mainland when I was 6 years old. Since returning in 1976, I have worked in retail businesses and now work at the State Capitol for State Senator Sam Slom.



I came to Honolulu August '67. I have lived in St. Louis Heights since June '09. I have been very active in the community as spokesperson for "Restoring The Bus #14 Petition" & represented over 800 who signed it. I was given a certificate in Nov. '12 by City Council honoring me for all the advocacy I have done to restore the cuts made to the buses. I would be honored to represent St. Louis Heights.


CAIN Michael

I'm an environmental planner with the Department of Land and Natural Resources, have a Masters in Urban Planning from UH, and have served on Board No. 5 since 2007. My main concerns are the implementation of the bike plan, the restoration of the bike and pedestrian paths along the Ala Wai canal, and ensuring that our neighborhood transportation system is well-integrated with light rail.


MANFREDI, Paulette Y.

MArc degree w/ Henry Adams Award of Academic Excellence from UH School of Arch. Served on many Boards: Waialae-Kahala NB, Waialae Gardens AOAO Bd, Friends of the Contemporary Museum Bd, UH School of Architecture Alumni Assoc. Bd, Regency Park AOAO Bd. Dedicated to supporting the immediate community/businesses. Work at helping community reach goals of success/sustainability/environmental stability.


MILLER, Barbara C.

Barbara C. Miller works to improve Hawaiian life quality goals: NB 5 (16 years), St. Louis Heights Association (security, police, parking issues) and Kupuna Care Caucus, and legislation to improve social services. Mrs. Miller lives in her St. Louis Heights home with her musician son, Porter Miller.



Retired 50+ year resident, 30 yr. Air Force/Air Guard, concerned with restoring Bus Route 14, bike safety, third world infrastructure, small business storm flooding, replacement of sodium vapor street lights and road pot holes. Life member of Natl Guard Assn., past officer of the Hawaii State Association of Parliamentarians. Experienced as president and board chairman of non-profit organizations.


OKAMOTO, Edward Y.

I'm a retired electrician. I was on this neighborhood board in the past and I want to get involved in the neighborhood interests again.

Graduated of UH/BS Recreation. Retired police officer HPD Juv Div. Former PE Director Palama settlement. VP Ala Wai Watershed Association. 35yrs NB # 5 Kapahulu. Aha Hui o Na Makai Hauola- Treasurer. Former member KCC Provost Advisory Committee.



Lance volunteers for the American Cancer Society, American Heart/Stroke/Diabetes Association, Chaminade University and Goodwill Industries.  He balances his life by growing in his personal, professional and philanthropically.  He graduated with his MBA, B.A. in Marketing Communication and Minor is Sociology from CUH.  Lance works in the financial industry where he's a financial resource for all.



It has been my pleasure to serve upon the Kapahulu Neighborhood Board for the last half-year.  It would be my great honor to continue to do so for the next term.  It is my goal to foster honesty, transparency, and growth.  This is where I live, work, and play.  May it also continue to be where I serve. Thank you.

Former Executive Director of the Hawaii Injured Worker's Alliance. Member of the Board of Directors, Go For Broke Association. Advocate for residents of St. Louis Heights, Kapahulu and Diamond Head.


WEST, George N.

Current NB #5 Vice Chair, member two years.  Former Chair thirty years ago.  Semi-retired, getting reinvolved.  Lifelong area resident.  Interested in community affairs particularly growth, traffic management and crime control.  Primary goal: assist with insuring NB functioning is responsive to and supportive of community interest.

MATHIEU, Victoria E.

I attended school on the mainland, and decided that teaching would help me to make a difference. I moved back to Hawaii, got my Teaching Licensure from Chaminade, and taught for 3 years in Public Schools. I'm passionate about education, and doing what is best for our keiki. I now work in the private sector, but use what I learned about education in my work and life, and as Secretary of Board #5.


MATSON, Michelle Spalding

Former Chair, Vice Chair and Secretary. Supports sound planning practices and responsible resource management. Advocates community safety and improved quality of life. Successful in protection and preservation of natural, coastal and historic assets. Diamond Head State Monument, Oahu Island Parks Conservancy, Kapiolani Park Advisory Council, and Waikiki Area Residents Association board member.



Having served the last 6 years on the Neighborhood Board, I would like to continue to work with the community. I have served as the Vice Chairman and Sergeant at Arms. I am a small business owner in the neighborhood and a former employee of City and Co. of Honolulu Parks and Recreation.


ST. DENIS, Mary-Laura

Diamond Head is the neighborhood in which I grew up and I will work to see it preserved, protected and enhanced for all to enjoy. I have been on the Neighborhood Board for a year and a half, would like to continue, there are many projects and issues I am involved with.


WONG, Linda

Current Board Chair retired Dept. of Education and resident for 30 years. Complied 2012 newsletter, emails community Parades and Road closures, participates in local noise issues, liquor licenses, attends community meetings re bus routes, zoning heights, Natatorium and Kapiolani Park issues. Testifies on City and State Bills and feels that dedicated public service raises community benefits.
