A. Discussion of the Initial List of Suggested Amendments to the Neighborhood Plan:
2-11-106 – Allows the Commission to reestablish deadlines should the NCO suffer from an emergency staffing situation.
2-11-302 – Delete the three absence rule for Commissioners.
2-11-303 – Amends the minimum number of regular commission meetings per calendar year from 6 to 4.
2-11-317 – Amends Commission rules on committees to allow for ad hoc members.
2-12-102 – Amends the definitions to include “password” wherever the word ballot is used. Deletes the word “card” from “ballot cards.”
2-14-103 (a) (b) – Deletes “in the month of July” as some boards do not hold their initial meeting in July.
2-14-103 (d) – Adds the phrase “establishes a quorum” to the restriction on what a board may do if it is unable to elect a presiding officer. Amends the section on board budgetary action to specify the board is requesting the
2-14-106 – Amends the rule for board member absences to 5 board meetings during the two year board term. Amends the absence rule to 2 additional meetings during the two year board term if the board does not declare a seat vacant after the initial 5 absences.
2-14-109 (c) - Adds “in the month of July” to when the board must pre-establishes its meeting days and times.
2-14-120 (b) – Amends the selection of officers from “in July” to “at the initial convening meeting.”
2-14-123 - Makes the Chairs appointment of a committee chair or board delegate effective upon the reporting of the action at a board meeting.
2-14-124 – Amends committee rules to allow for ad hoc members.
2-14-124 – Specifies that the board appoints committee members.
2-17-203 – Adds “or password” after anywhere the word “ballot’ appears.
2-17-204 – Establishes a date by when the candidate registration form must be released.
2-17-207 – Expands the prohibition on a candidate or their relative serving as an election official or employee to cover all phases of the election process.
2-17-210 – Clarifies that the Commission declares unfilled seats vacant if there are insufficient candidates.
2-17-301 - Adds the word “electronic” in front of ballots.
2-17-303 - Adds “or password” after anywhere the word “ballot” appears.
2-17-304 – Amends the ballot return deadline to be the ballot completion deadline.
2-17-306 – Deletes the provision allowing the public to view the counting of ballots.
2-17-307 – Deleted the ballot tabulation and recordkeeping procedures.
2-17-309 – Changes references to the “chief monitoring officer” to the “chief elections officer.”
2-17-402 – Deletes chief monitoring officer.
2-18-101 – Allows the Neighborhood Commission Office to recommend to the Commission they reject a complaint that does not meet the criteria of the Neighborhood Plan.
B. Discussion of and Call for comments on proposed amendments as well as any additional Amendment Suggestions for Consideration by the Committee; Establishment of Deadlines for Submittals to be Made to the Neighborhood Commission Office for Transmittal to the Committee
C. Discussion of the Committee’s Tentative 2013 Schedule for the Consideration of Proposed Amendments to the Neighborhood Plan, Reporting Recommendations to the Neighborhood Commission, Subsequent Public Hearings, Final Consideration and Action by the Neighborhood Commission, and Presentation to the Mayor for Approval
D. Scheduling of Next Neighborhood Plan Committee Meeting if needed
A. The Neighborhood Commission’s next regular meeting is scheduled for Monday, December 23, 2013 at 7:00 p.m. in the City Council Committee Meeting Room, Honolulu Hale, Room 205, 530 South King Street. The Commission’s regular meetings are scheduled for the fourth Monday of each odd numbered month, unless otherwise noticed.
