REGULAR MEETING MINUTES

MONDAY, NOVEMBER 24, 2014  

MISSION MEMORIAL BUILDING HEARINGS ROOM, GROUND FLOOR

 

CALL TO ORDER:  Chair Sylvia Young called the meeting to order at 7:00 p.m.

 

Members Present – Tyler Dos Santos-Tam, Robert “Bob” Finley, Claire Tamamoto (arrived at 7:07 p.m.), Robert “Bob” Stubbs, Russell Yamanoha, Sylvia Young, and Charles Zahn.

 

Members Absent – Loryn Guiffre.

 

Guests –Bert Narita (Diamond Head/Kapahulu/St. Louis Heights No. 5), Cruz Vina, Jr. (Pearl City Neighborhood Board No. 21), Laura Yoshida (Deputy, Corporation Counsel), Bryan Mick and Risé Doi (Neighborhood Commission Office staff).

 

Roll Call of Commissioners, Establishment of Quorum – A roll call of Commissioners established a quorum present with six (6) Commissioners.

 

Report of any Neighborhood Commission business considered by the Liliha/Puunui/Alewa/Kamehameha Heights

Neighborhood Board No. 14 – Dos Santos-Tam reported he and Finley attended the Waikiki Improvement Association annual business meeting in October. Chair Young reported she and Dos Santos-Tam attended a private event earlier this month.

 

APPROVAL OF MINUTES

 

Regular Meeting Minutes – October 27, 2014: Yamanoha moved and Stubbs seconded to approve the regular meeting minutes of October 27, 2014. Dos Santos-Tam asked and Chair Young clarified that the Neighborhood Plan amendments were approved from the committee recommendation. The minutes were approved by UNANIMOUS CONSENT, 6-0-0 (Aye: Dos Santos-Tam, Finley, Stubbs, Yamanoha, Young, and Zahn).

 

PUBLIC CONCERNS: None.

 

EXECUTIVE SECRETARY’S REPORT:  Bryan Mick reported the following:

 

Kalihi Valley Neighborhood Board No. 16 Update – In accordance with the Commissions adopted Findings of Fact, Board member Arvid Youngquist was suspended for thirty (30) days which covered the October 2014 Kalihi Neighborhood Board No. 16 meeting.

 

2015 Elections Update – The candidate form will be included in the December 2014 mailouts. The website is currently undergoing testing, and will hopefully be live by Monday, December 1, 2014. Council Chair Ernie Martin will be appointing a new Commissioner shortly; hopefully they are sworn in by January 2015.

 

Tanimoto arrived at 7:07 p.m. Seven (7) commissioners were present.

 

Questions, comments, and concerns followed:

 

  1. Tweet-Up: Chair Young asked and Mick answered that the Neighborhood Commission Office (NCO) tweet-up will be on Tuesday, December 9, 2014.
  2. Permitted Interaction Group (PIG): Dos Santos-Tam noted that there may be a Sunshine Law issue if more than two (2) Commissioners attend the tweet-up. Chair Young commented that since only Dos Santos-Tam and Guiffre are planning to attend, there is no need to form a PIG.
  3. Tweeting: Finley asked which Commissioners tweet. Chair Young clarified that only Dos Santos-Tam and Guiffre use Twitter.
  4. Videographer: Mick noted that the current two (2) year contract expires at the end of December 2014. NCO is going out to bid for a new videographer contract.

 

COMMITTEE REPORTS

 

Elections Committee – Committee Chair Zahn reported a chief monitoring officer will be appointed in January 2015. Mick noted that Everyone Counts is the vendor for the elections. Mick commented that he is working on securing the printing contract, even though the printing is not necessary until April 2015.

 

Finance Committee – None.

 

Neighborhood Plan Committee – Committee Chair Finley reported that the committee is waiting for Corporation Counsel (COR) approval of the resolution.

 

Survey Committee – Mick reported the survey committee had not met, and noted that the results of the second survey will be available soon.


COMMISSION BUSINESS

 

Report on Evaluation of Neighborhood Board Visitations: Pearl City – An evaluation of the Pearl City Neighborhood Board No. 21 from Tuesday, October 28, 2014 was circulated.

 

Questions, comments, and concerns followed:

 

  1. Neighborhood Assistants: Finley noted that a resolution was read and a roll call vote was taken without any motion to approve, and requested that Mick tell the neighborhood assistants to remind the chairs of proper procedures, or complaints may be filed.
  2. Mahalo: Finley commended Zahn for attending the board meeting and the report. Chair Young noted that the chair of the Pearl City Neighborhood Board No. 21 will receive a copy of the report.
  3. Committees: Zahn noted that several boards have committee motions but have not filed agendas or submitted minutes. Chair Young commented the boards need to be reminded to file committee agendas and submit committee minutes.

 

ANNOUNCEMENTS

 

Next Meeting: The Neighborhood Commission’s next regular meeting is tentatively scheduled for Monday, January 26, 2015 at 7:00 p.m. at the Mission Memorial Building Hearings Room.
