Neighborhood Commission Neighborhood Commission Public hearing notice (PRINTED IN STAR ADVERTISER JULY 24, 2012) NOTICE IS HEREBY GIVEN, by its chairperson, of public hearings to be conducted by the Neighborhood Commission of the City and County of Honolulu, pursuant to Section 91-3 and 92-41, Hawaii Revised Statutes, and Sections 4-105.4, 13-106 and 14-104, of the Revised Charter of the City and County of Honolulu 1973 (2000 Edition), as amended, for the purpose of receiving public testimony on a proposal to amend the 2008 Neighborhood Plan as follows: 2-11-303 – Eliminates the limit on the amount of time that may elapse between regular meetings and repeals the requirement that the commission meet on pre-established meeting dates. 2-14-109 – Authorizes the chair of the commission to move a meeting date under certain circumstances. 2-14-123 – Amends the provision regarding succession of the presiding officers at a meeting by specifying that such succession shall occur during periods of "temporary" disability. 2-14-107 – Provides that changes of residency must be reported to the executive secretary, rather than the commission, and authorizes the executive secretary to determine whether the member remains qualified to serve. Requires the executive secretary to notify a disqualified member and sets a new effective date for the disqualification. 2-14-106 – Makes the executive secretary responsible for issuing a letter notifying board members when they have accumulated the maximum number of absences. Changes the deadline for issuance of the letter to seven days prior to the subsequent meeting. Amends language so that a board shall formally consider removal of a member whenever the member accumulates an additional two absences. 2-14-102 – Changes the terms of neighborhood board members from two years to four years. 2-14-108 – Adds a new provision that authorizes the executive secretary to declare a seat vacant due to the death of a board member. The time and dates of the hearings are: August 25, 2012 (Saturday), 10:00-11:00 am Mission Memorial Annex Second Floor Atrium – August 25, 2012 (Saturday), 10:00-11:00 am Kapolei Hale – Conference Room A All interested persons shall be afforded the opportunity of being hearing. Any interested person desiring to be heard or to submit information, data, views or arguments on the proposed amendments at the public hearing is requested to register at the public hearing site beginning thirty (30) minutes prior to the starting time of the public hearing, as specified above, and is encouraged to submit twelve (12) copies of their testimony or statements in writing at the same time. All speakers will be limited to a three (3) minute presentation.
A copy of the proposed rule amendments will be mailed to any interested person who requests a copy, pays the required fees for the copy and the postage, if any. Requests must be in writing and may be sent to Neighborhood Commission Office, The proposed rule amendment may be reviewed in person at the Should the Commission accept the amendments, it will become effective as provided for by law.
