CITY AND COUNTY OF HONOLULU STATEMENT REGARDING CORRECTIVE ACTIONS TAKEN AT SAND ISLAND TREATMENT PLANT
The City and County of Honolulu (City), Department of Environmental Services, notes that today’s Notice of Violation covers the period of February 2003 to December 2004.
The Department of Environmental Services has already taken corrective action with the construction of a new aerated head works building that includes new air pollution equipment. This project was completed and put into operation in mid-August 2005. Initial air monitoring results have shown a marked improvement. Also, the City is beginning the primary treatment expansion project that will include additional air pollution control equipment. These additional air pollution control devices are scheduled to be completed within the next three years. In addition, the City is replacing its outdated thermal treatment sludge processing facility with anaerobic digestion. This process will help to reduce odors emanating from the processing of wastewater sludge.
The City approached the State Department of Health with these positive results and
plans. Unfortunately, DOH had already determined that an NOV should be issued for these
past violations that occurred between 2003 and 2004. DOH has assured the City that it is
willing to meet to further discuss the amount of the penalty based on the City’s proactive
corrective actions instituted this year.
