            (Monday, December 28, 2009) – Mayor Mufi Hannemann today announced that Kenneth Y. Nakamatsu, director of the Department of Human Resources, will be retiring at the end of December.


            Nakamatsu will be replaced by Noel T. Ono, who is deputy director of that agency.  Filling Ono’s shoes will be Robin T. Chun-Carmichael, who heads the department’s Labor Relations and Training Division.  The changes take effect January 1, 2010.


            Hannemann said, “Ken has been an outstanding public servant for 30 years and an important member of my cabinet for the past five.  He’s been a key advisor on labor and human resources concerns, bringing his experience and expertise to bear on so many of the challenges facing City government.  His record of accomplishment in this arena has been second to none, and his loss as a leader and confidante will be deeply felt.”


            Ono has been deputy since late 2003.  Prior to joining the City, he served in various capacities with the Hawaii Government Employees Association and United Public Workers.  The Air Force veteran holds a degree from the University of Hawaii.


            Chun-Carmichael holds bachelor and master’s degrees from the UH.  She has occupied a number of staff and managerial positions in the state and City governments, specializing in labor relations and collective bargaining.


            Hannemann said, “Noel and Robin won’t miss a beat in assuming their new responsibilities.  Both have worked closely with Ken and my cabinet for the past five years, are respected administrators, and are well-acquainted with our policies and priorities.  The change-over will be seamless.”
