CONSTRUCTION WEEKLY REPORT

Scheduled construction for week beginning March 28, 2010 for the Department of Design & Construction, Civil Division (Construction Management Branch), & Wastewater Division (Construction Management Branch). Roadwork is normally done between the hours of 8:30 AM & 3:30 PM unless otherwise noted.

***Motorists should anticipate intermittent lane closures when traversing through the area.

EWA

Ewa Villages Revitalization Project – Area “D” Drainage Improvements – Near Kapolei Parkway/Park Row/O.R.&L Railroad:

Installation of an 8’ x 6’ box drain and connection to existing 10’x 8’ box drain.

(Estimated completion date, June 2010)

HALAWA

Aliipoe Ditch Reconstruction – Halawa Heights, Lalawai Drive and Kahema Place area:

Demolish, remove and reconstruct existing concrete drainage ditch. Construct maintenance access ramp and driveway. Install storm drain manholes, drain inlets, trench drain, and 18” drain pipes. Install new chain link fence.

(Estimated completion date, March 2009)

Rehabilitation of Secondary Streets at Pearl City – Ulune Street (Kahuapaani Street to Kulawea Street), Aiealani Place (Halawa Heights Road to end), Fernridge Place (Halawa Heights Road to end), Halawa Heights Road (Fernridge Place to Mauka end), Hele Mauna Place (Halawa Heights Road to end), Kaimakani Street (Moanalua Road to Ulune Street), Palaialii Place (Halawa Heights Road to end), and Palaialii Way (Palaialii Place to end):

Cold planing, reconstructing, and resurfacing pavement. Reconstructing base at bus stops. Adjusting street monuments, utility manhole frames and covers, installing pavement markings, reconstructing existing asphalt concrete berms with drainage openings.

Localized Rehabilitation of Streets, Phase 4, Pearl City, Newtown, Royal Summit, Pacific Palisades, Pearlridge, Aiea, Aiea Heights, Halawa Heights, and Halawa Valley

The work includes: cold planing, resurfacing of asphalt concrete pavements, reconstruction of failed pavement areas; adjustment of manhole frame and covers, street survey frame and covers, installation of pavement markings; locating with GPS survey equipment manholes, valve boxes, monuments, etc.

HAWAII KAI

Curb Ramps at Various Locations, FY 2006 – Koamano Road/Lunalilo Home Road, Kalanipuu Street/Lunalilo Home Road, Waioli Street/Hawaii Kai Drive, Hawaii Kai Drive/Lunalilo Home Road:

Construction of new curb ramps, sidewalks and A.C. transition. Installation of pedestrian push buttons, traffic signal pull boxes and vehicle detector loops. Installation of pavement striping, markings and markers.

(Estimated completion date, September 2009)

Reconstruction of Concrete Sidewalks, Kawaihae Street Area, Hawaii Kai:

Work includes removal and reconstruction of damaged concrete sidewalk, curb and gutter areas; installing root barriers where required, and adjustment of utility boxes to new sidewalk grades, and other incidental related work.

HONOLULU

Amelia Street Relief Sewer – Amelia Street and adjoining School Street:

Installation of a new 16” sewer line underground along Amelia Street and portion of School Street at Amelia Street

Curb Ramps at Various Locations, FY 2006 – Mapu Lane/Liliha Street, University Avenue/South King Street, Kaimuki Avenue Mid Block:

Construction of new curb ramps, sidewalks and A.C. transition. Installation of pedestrian push buttons and traffic signal pull boxes. Installation of pavement striping, markings and markers.

Curb Ramps at Various Locations, FY 2008 (C) – Queen Emma Street (St. Andrew’s Priory Church Driveway), and Maunalei Avenue (Driveway between Pokole Street and Makapuu Avenue):

Construction of new curb ramps, sidewalks and A.C. transition. Installation of pavement striping, markings and markers.

Iolani Avenue Retaining Wall:

Construction of new CRM fence wall and installation of soil nail tie backs and reinforced shotecrete facing along the retaining wall at 625 Iolani Avenue fronting Dole Community Garden. Restore A.C. sidewalk fronting new CRM wall. Remove existing trees and re-plant new trees in the Dole Community Garden.

Kalihi/Nuuanu Area Sewer Rehabilitation Phase 1A and 1C:

New sewer line and manhole installation on Dillingham Blvd, Puuhale Road, Mokauea Street, and Kalihi Street. Lane closures Monday thru Friday, 8:30 a.m. to 3:30 p.m.

Kalihi/Nuuanu Area Sewer Rehabilitation Phase 1B:

New sewer line and manhole installation on Akina and Kaili Street. Lane Closures Monday thru Friday, 8:30 a.m. to 3:30 p.m.

Kalihi/Nuuanu Area Sewer Rehabilitation Phase 1D:

New sewer line and manhole installation on Booth Road and Prospect Street. Lane Closures Monday thru Friday, 8:30 a.m. to 3:30 p.m.

Kalihi/Nuuanu Area Sewer Rehabilitation Phase 1G:

New sewer line, manhole installation and sidewalk restoration on Kuakini Street (between Nuuanu Avenue and Pali Highway) is ongoing. Lane closures Monday thru Friday, 8:30 a.m. to 3:30 p.m.

Localized Rehabilitation of Streets, Phase 3, Nuuanu (Dowsett Highlands), Pacific Heights, Pauoa Valley, Moanalua Valley to west of Fort Shafter, Salt Lake towards Foster Village:

The work includes cold planing, resurfacing of asphalt concrete pavements, reconstruction of failed pavement areas; adjustment of manhole frame and covers, street survey frame and covers, installation of pavement markings; locating with GPS survey equipment manholes, valve boxes, monuments, etc.

Mapunapuna Industrial Subdivision Phase One of Tidal Flooding Remediation Program:

Remove existing flap gates and install new check valves at outlet pipes in State channel fronting Kam Highway. Construct new DMH upstream of new check valves.

Re-grade swale and adjust Drain inlet to provide positive Drainage into existing Drain system. Reconstruct concrete wall at outlet pipes at State channel. Remove debris and sediment from existing storm Drains and channel area. Dewater State channel and install temporary dewatering dams.

At the intersection of Ahua Street and Awaawaloa Street, abandon existing storm drain on Ahua Street and install new storm drain MH on upstream end of abandoned pipe.

Peterson Lane and Pua Lane Sewer Rehabilitation:

New sewer line and manhole installation in complete on King Street (between Dillingham Blvd. and Peterson Lane), Pua Lane and Peterson Lane. Repaving of King, Peterson and Pua lane is complete. Punchlist items and reconstruction of Tamashiro market driveway remain. One lane in each direction will be closed Monday thru Friday, 8:30 a.m. to 3:30 p.m.

WORK COMPLETED AWAITING FINAL INSPECTION

Reconstruction of Lusitana Street – From Pauoa Avenue to Iolani Avenue

The work includes the reconstruction and resurfacing of the above street; construction of concrete bus landings; curb ramps and associated traffic signal improvements; reconstruction of curbs, gutters and driveways; installation of pavement markings, adjustment of utility covers to grade; tree trimming and root pruning.

Project Substantially Complete; Contractor addressing deficiencies.

Rehabilitation of Kimo Drive Bridge Over Nuuanu Stream, Bridge No. 260

Work includes repair of spalls and cracks in the bridge concrete elements, concrete sidewalk and curb, new metal railing atop exiting guardrail, modification of bridge drainage system, bridge stream embankment erosion control.

(Estimated start date April 12, 2010)

Rehabilitation of Various Streets on Oahu:

Work on curbs and gutters in Kahala is complete. Work on Nehoa Street is complete except for steel plated area resulting from the water main break on the Diamond Head side of Makiki Heights Road. Work on Pacific Heights Road is expected to begin in April, 2010.

Saint Louis Heights Sewer Rehabilitation:

Installation of cured in place pipe (CIPP), manhole rehabilitation, and lateral rehabilitation throughout Saint Louis Heights. The contractor will also install new sewer lines via pipe bursting at 3 locations along Saint Louis Drive and one easement location between Saint Louis Drive and Frank Street.

(Estimated completion date, December 2009)

Kuliouou Sewer Rehabilitation:

Installation of cured in place pipe (CIPP), manhole rehabilitation, lateral rehabilitation, and some new installation of sewer lines.

CIPP installation work at Summer Street and Kalanianaole Highway and May Way.

Wilhelmina Rise Sewer Rehabilitation:

Installation of cured in place pipe (CIPP), lateral rehabilitation, and replacement of sewer lines by open trench.

(Estimated completion date, November 2010)

Seismic Retrofit of City Bridges at Various Locations, FY 08 – Nehoa Street Bridge between Makiki Street and Anapuni Street, and Lusitana Street Bridge between Ladd Lane and Andrews Lane.:

Installation of concrete and steel shear keys. Repair concrete spalls and cracks. Construction of concrete back wall.

Rehabilitation of Secondary Streets at Kaimuki – Pahoa Avenue, 8^th Avenue to Kokohead Avenue, 22^nd Avenue to Kilauea Avenue

Excavating, reconstructing and resurfacing asphalt concrete pavements and base; reconstructing base at bus stops; adjusting street monuments, utility manhole frames and covers; installing pavement markings; reconstructing existing asphalt concrete berms with drainage openings.

KAILUA

Curb Ramps at Various Locations, FY 2006 – Lunaai Place/Lunaai Street, Lunaanela Street/Lunaai Street, Lunaanela Street/Lunaanela Street, Lunahelu St,/Lunaanela Street, Lunaai Street/Lunahelu Street:

Construction of new curb ramps, sidewalks and A.C. transition. Installation of pavement striping, markings and markers.

SUSPENDED ~ AWAITING CONTRACTOR TO ADDRIVEESS DEFICIENCIES

Rehabilitation of Streets, Unit 42 – Kainehe Street (Kihapai Street to Kailua Road) and Hamakua Drive (Kailua Road to Keolu Drive):

Paving, traffic signal upgrades, adjustment utility manholes frames and covers to grade, vehicle detector loops and pavement markings complete. Installation of traffic signs, bridge deck joints and deficiency require intermittent lane closures and punchlist items.

(Estimated completion date, November 2007)

Rehabilitation of Streets, Unit 46 – Kailua Road (Hamakua Bridge to Kuulei Road); and Kuulei Road (Kailua Road to Kainalu Drive):

Reconstruct curbs, gutters, sidewalks and roadway pavement; construct new curb ramps and concrete bus pads; resurface roadway, reinstall signage, replace vehicle detector loops and install permanent pavement markings. The contractor is working on Kainalu Drive in Kailua. Work is expected to be completed by December 2009.

Rehabilitation of Secondary Streets in Kailua:

Repaving work is complete in Kailua. Punch list items and permanent striping are being performed by the contractor.

Rehabilitation of Streets, Unit 52 – Keolu Drive (Kalanianaole Highway to Akahai Street); Keolu Drive (Akaakaawa Street to Wanaao Road):

Cold planing; resurfacing and reconstruction of asphalt concrete pavements (ACP); adjustment of utility manhole frames and covers; installation of pavement markings and vehicle loop detectors; reconstruction of existing concrete curbs, gutters, sidewalks and Driveways; reconstruction of concrete catch basins; and construction of concrete and asphaltic concrete bus pads.

Rehabilitation of Streets, Unit 63 – Kuukama Street (Kalaheo Avenue to End), Kuuala Street (Kuukama Street to end), Kuumele Place, Kuuhale Street (Kuuala Street to Kainalu Drive), Kuuniu Street ( Kalaheo Avenue to Kuuala Street), Kuupua Street (Kuuala Street to Kainalu Drive) and Kuuhoa Place:

Mill and resurface roadway surfaces; reconstruct speed humps; replace pavement markings; and adjust utility manholes to new pavement grade.

Project substantially completed. Contractor addressing punchlist items.

Wanaao Road/Keolu Drive Reconstructed Sewer:

Installation of new sewer line along Keolu Drive (Nanialii Street to Wanaao Road) and Wanaao Road (Keolu Drive to Auwinala Road).

Kalaheo Avenue/Mokapu Road/Aikahi Loop Sewer Rehabilitation:

Installation of Cured In Place Pipe along Mokapu Boulevard, from the intersection of Mokapu and Kalaheo, and Aikahi Loop.

KANEOHE

Curb Ramps at Various Locations, FY 2006 – Malulani Street/Mimo Place, Miha Street/Malulani Street:

Construction of new curb ramps, sidewalks and A.C. transition. Installation of pavement striping, markings and markers.

Duncan Drive – Puahuula Place Relief Drain

Construction of a relief drainage system, removing existing drainage system and installing larger drain lines, three new inlets, a trench drain and new storm drain manholes

(Estimated completion date, April 2010)

Kaneohe Bay Drive Trunk Sewer Reconstruction:

Installation of new sewer lines, new manholes, and cured in place pipe (CIPP). Work will occur on Kaneohe Bay Drive between Mokapu Road and Kuono Place, Kaimalu Place and Way, Ikeanani Drive, and Kuakoa Place.

Kapunahala Road Retaining Wall near 45-866 Anoi Road

Construction of a concrete retaining wall and railing. Restore AC pavement, AC sidewalk and AC curb. Traffic detours will be provided after working hours.

Emergency Landslide Remediation Adjacent to Burger King Kaneohe:

Grubb and grade the slope at the corner of Likelike Highway and Kamehameha Highway and constructed a two (2) tier retaining wall with segmental concrete blocks. The work includes restoration of the access road, Burger King’s parking lot and landscape.

(Estimated completion date November 2009)

Lilipuna Road Storm Drainage Improvements:

Demolish and remove existing RCP pipe, grated inlet and CRM outlet. Install new 24” RCP pipe, construct new inlet and outlet structures, construct new CRM retaining wall, and restore A.C. pavement.

KAPOLEI

Extension of Kapolei Parkway, Phase 8B (North-South Road to Renton Road):

Clearing, grubbing and mass grading for construction of new 6-lane wide roadway with bike lane, raised median strips, sewer, water, Drainage, street lighting and traffic signal systems, fences, sidewalks, curbs, gutters and subdrains, irrigation and landscaping, pavement markings and traffic signs. Installation of erosion controls and dust fences throughout the project.

As of 4/2009, all work described above was substantially completed. Pre-final inspection with Federal, State and City agencies was conducted on 4/17/09. Punchlist work completed. Final Inspection was conducted on 8/7/09.

One-year landscape maintenance period for street trees and grassing in progress.

MANOA

Work includes reconstruction and resurfacing of the above roadways; reconstruction of curbs, gutters, sidewalks and driveways; tree removal, pruning and trimming; installation of pavement markings.

Project is substantially complete; contractor addressing deficiencies.

Work in Lanikai is complete except for permanent striping and manhole cover adjustments. Work in Manoa is on-going on Oahu Avenue. Manoa roads are expected to bee completed by mid-April, 2010.

Waimalu Sewer Rehabilitation/Reconstruction Phase I:

Installation of new sewer lines/man holes and reconnection of existing sewer laterals along Hekaha, Kanuku, Lokowai, Lii-Ipo, Pahemo, and Olepe.

Manana Infrastructure Improvements, Phase VI – Connector Road (Kuala Street to Kuahaka Street)

Construct 60-foot wide roadway from Kuala Street to Kuahaka Street. The work includes, vector control; clearing, grubbing and grading; installation of new storm drain, Heco, Hawaiian Telcom, street light and traffic signal systems; concrete slab protection for existing sewer and water lines; grade adjustments in private lots; new noise and retaining walls, chain link fence and gates: reconstruction of existing drain, water and sewer MHs and valves to new finish grade; installation of curbs, gutters, sidewalks, driveways, curb ramps and sidewalk culverts; installation of irrigation system and landscape improvements; tree removal and pruning in private lots; road paving; pavement markings and markers and street signs.

Bridge Rehabilitation At Various Locations

Moanalua Road Bridge Over Waimalu Stream (Bridge No. 910):

Partial demolition and removal of existing curbs, gutters and sidewalks on bridge deck. Reconstruct curbs, gutters, sidewalk and A.C. pavement. Repair spalled, delaminated and hollow sounding areas in bridge soffit, abutments and pier. Repair bridge parapet, metal railing and expansion and cold joints.

Rehabilitation of Streets, Unit 62 – Ala Wai Boulevard between Kanekapolei Street and Kalakaua Avenue:

Reconstruct identified curbs, gutters, driveways and asphalt roadway. Resurface asphalt roadways; install permanent pavement markings; restore vehicle loop detectors and raise manhole and valve covers to grade. Anticipated start date of September 28, 2009; preliminary surveying to start August 19, 2009

Guardail Improvements – FY2006 Phase II

Site B: Waialua Beach Road – 66-080 Waialua Beach Road to Kiikii Stream:

Remove existing guardrails & concrete posts; provide archaeological monitoring; install object markers; install standard metal guardrail, post & spacers.

WAIMANALO

Retaining Walls Along Waikupanaha Street, Box Culvert No. 5

Demolish existing spillway; construct of new retaining walls; install new GRP; regrade site; install new metal guardrails and posts; install new chain link fence.

WAIPAHU

Emergency Repairs to Waipahu Street Arch Bridge Over Waikele Stream (Bridge No. 961)

Road work complete. PreFinal inspection scheduled for 3/31/10. BMP slopes protection work item will be on punchlist until addressed satisfactorily.

Waipahu Street Retaining Wall Repair & 16^th Avenue Boulder Basin Dam Wall Reconstruction:

Demolish and rebuild retaining wall, curb ramp, and portion of sidewalk adjacent to Waipahu Elementary School. Reconstruct Boulder Dam Wall along 16^th Ave. Waipahu site construction currently in progress.
