Honolulu – Mayor Kirk Caldwell announced the nomination of Donna Y.L. Leong to be the Corporation Counsel of the City and County of Honolulu.


“Donna is an accomplished attorney with vast experience in both the public and private sectors,” said Mayor Caldwell. “She was born and raised in Honolulu and has had a record of successes at Outrigger Enterprises Group and Cades Schutte LLP, one of the largest full-service law firms in the State of Hawaii. After her graduation from the University of Washington Law School in Seattle, Washington, she joined the Seattle City Attorney's Office and, upon returning home to Hawai‘i, Donna became a Deputy in our Department of the Corporation Counsel. Donna will be a strong leader in my cabinet, and I will count on her to promote and defend the city’s interests. I thank Donna for joining our team and welcome her on board. I urge the City Council to confirm her.”

Donna Leong will be leaving her position as Senior Vice President, Chief Legal Officer and Corporate Secretary for Outrigger Enterprises Group, where she oversees the company's legal affairs.


Ms. Leong joined Outrigger from the law firm of Cades Schutte LLP, where she was a partner in the Finance and Real Estate Department, chair of the firm’s Land Use, Zoning and Entitlements Group and co-chair of the Hospitality and Resort Property Group. Additionally, she spent time as a member of the firm's Management and Recruiting Committees. Previously, she worked as a Deputy Corporation Counsel for the City and County of Honolulu, representing the Department of Planning and Permitting, the Zoning Board of Appeals and the former Department of Housing and Community Development.


Ms. Leong was graduated from Punahou School. She obtained her bachelor's degree from Stanford University and her law degree from the University of Washington.
