NEIGHBORHOOD COMMISSION NEIGHBORHOOD COMMISSION CITY AND COUNTY OF HONOLULU MINUTES OF REGULAR MEETING JANUARY 14, 2003 CITY COUNCIL CHAMBERS CALL TO ORDER: The meeting was called to order by Chair Iwamoto at 6:40 p.m. A quorum was present. INTRODUCTIONS: COMMISSIONERS PRESENT: Kalene Shim Sakamoto, Roy Wickramaranta, Ed Gall, Pohai Ryan, Karen Iwamoto, Margaret Murchie, Benjamin Sanchez. COMMISSIONERS ABSENT: Ray Galas, Benjamin Gudoy. STAFF: Benjamin Kama, Dean Chu, Erin Kaichi (City Corporation Counsel Office). GUESTS: Clifton Takamura (McCully-Moiliili Neighborhood Board), Debbi Glanstein (Kailua Neighborhood Board No. 31), David Pagan (Waipahu Neighborhood Board No. 22). INTRODUCTION OF COMMISSIONERS: Chair Iwamoto introduced the commissioners, Neighborhood Commission Office staff, and City Corporation Counsel staff. PUBLIC INPUT: McCULLY-MOILIILI NEIGHBORHOOD BOARD NO. 8 - Clifton Takamura, McCully-Moiliili Neighborhood Board, commended the Neighborhood Plan Committee for its work on the revisions to the Neighborhood Plan and hopes that when adopted, will better help the Boards to do their job. Takamura also reported that he is working on a plan to revise the subdistricts for his Board, using mauka-makai bound streets as dividing lines. He hopes to have the plan completed in time for the 2005-2007 election. APPROVAL OF REGULAR MEETING MINUTES OF DECEMBER 10, 2002 – Gall moved and Sakamoto seconded to approve the minutes. The motion carried unanimously. ANNOUNCEMENTS AND CORRESPONDENCE:
COMMISSIONERS’ REPORTS: CHAIR - Iwamoto had no report, and thanked Vice Chair Sakamoto for presiding over meetings in her absence. COMMISSION MEMBERS - Wickramaranta reported he attended the last Waianae Coast Neighborhood Board meeting, and noted that one of the Board members walked out of the meeting saying the meeting was not being conducted properly. He also attended the last meeting of the Ewa Neighborhood Board. Murchie reported she arranged for an information booth to be set up at the Honolulu Board of Realtors general membership meeting. Elwin Spray staffed the booth for the Neighborhood Commission Office and provided information on the Neighborhood Board system and the upcoming Neighborhood Board elections. Wickramaranta also reported seeing the Neighborhood Commission’s program on Olelo, promoting the upcoming Neighborhood Board elections. NEIGHBORHOOD COMMISSION MINUTES OF REGULAR MEETING JANUARY 14, 2003 PAGE 2 PUBLIC INPUT, CONTINUED: KAILUA NEIGHBORHOOD BOARD – Glanstein noted her Board has long maintained the practice of listing Board members absences as excused, when appropriate. However, the number of absences accumulated by some members has raised concern about their commitment to serve on the Board. She commended her Board’s chair’s working with these members to state their intentions whether or not to remain members. The members stated they intended to remain members of the Board. EXECUTIVE SECRETARY’S REPORT: Executive Secretary Kama reported the following:
4. The Installation Ceremony for Board members elected to the 2003-2005 term is scheduled for May 15, City Hall. 5. A call was received from Lynne Matusow, chair of the Downtown Neighborhood Board, regarding the Neighborhood Plan Committee, not the full Neighborhood Commission, should determine how long Neighborhood Plan Committee meetings should run. 6. The Waianae Coast Neighborhood Board has some problems occurring at its meetings. He is working on a response. 7. A memo has been sent to all Neighborhood Assistants reminding them that they are not to participate in a Board’s meeting. Chair Iwamoto questioned if adjustments in office procedures had been made in regard to members of one Board having to write the minutes of a meeting when all records of a meeting were lost by a Neighborhood Assistant. Kama reported that a procedure has been put in place to avoid a repeat of this incident. Kama reported that the Waianae Coast Neighborhood Board has had a problem with members’ personalities clashing at their meeting last month. Some of the members of the Board did not agree with how this portion of the meeting was reflected in the minutes. This meeting was broadcast on Olelo. Ryan noted that comparable incidents have happened at other Boards’ meetings. Gall provided additional comments on this type of problem. UNFINISHED BUSINESS: NEIGHBORHOOD PLAN COMMITTEE – The next meeting is scheduled for February 22, Human Resources Meeting Room, 9:00 a.m. Chair Iwamoto noted the work of the committee is almost complete. Vice Chair Sakamoto noted the meetings have been going well. DECIDE THE DEFERRED GARRY SMITH VS EWA NEIGHBORHOOD BOARD NO. 23 CASE DATED APRIL 11, 2001, AND DECIDE THE DEFERRED PARTS 4, 5, 6, OF THE EARL ARAKAKI VS EWA NEIGHBORHOOD BOARD CASE DATED MARCH 21, 2001 – Discussion followed and commissioners noted they need to review material on these cases. Sakamoto moved and Murchie seconded to defer this to the next meeting. The motion carried unanimously. NEIGHBORHOOD COMMISSION MINUTES OF REGULAR MEETING JANUARY 14, 2003 PAGE 3 NEW BUSINESS: REVIEW OF NEIGHBORHOOD COMMISSION BUDGET – Kama reviewed a written report previously distributed to commissioners. He reported for fiscal year 2003 the Neighborhood Commission Office was appropriated $968,473, which includes approximately $250,000 for the 2003-2005 Neighborhood Board elections. For fiscal year 2004, $754,358 was requested, and the Administration cut the request to $716,220. The City Council will review the budget submitted by the Administration. Neighborhood Board’s operating and publicity budgets for fiscal years 2000 – 2004 have been reduced from $4,607 in fiscal year 2000, to $3579 in fiscal year 2004. The Boards use their publicity budgets for in-house produced newsletters, purchase of space in newspapers, or paying of technicians to tape meetings for broadcast on Olelo. The written report also includes information on staff salaries for fiscal years 2002 and 2003, requests and cuts for fiscal year 2004.
COMMITTEE REPORTS: NEIGHBORHOOD PLAN – Chair Iwamoto reported the next committee meeting is on February 22. Following review by the Committee the draft Neighborhood Plan will be made available to the public with public hearings to be scheduled after the public has had time to review the draft. It was suggested that presentations for the public hearings be video taped for use at Neighborhood Board meetings. Kama noted that video taping is also planned for the parliamentary procedure workshop. ELECTIONS – A written report was provided to commissioners. As of today 218 candidate applications for the upcoming election have been received. There were no other committee reports. SCHEDULING OF THE NEXT NEIGHBORHOOD COMMISSION REGULAR MEETING – The next meeting is scheduled for February 11, City Council Chambers, 6:30 p.m. ADDITIONAL ANNOUNCEMENTS: None.
