DRAFT SPECIAL COMMISSION MEETING MINUTES

WEDNESDAY, DECEMBER 15, 2010

HONOLULU HALE, MAYOR’S CONFERENCE ROOM, 3RD FLOOR

 

CALL TO ORDER: Chair Brendan Bailey called the meeting to order at 7:04 p.m.

 

Members Present – Brendan Bailey, Bob Finley, Ed Gall, Jeanette Nekota, Bob Stubbs, Claire Tamamoto, and Sylvia Young (arrived at 7:17 pm).

 

Members Absent – Wilson Kekoa Ho and Ron Mobley.

 

Guests/Staff – Bryan Mick, (Neighborhood Commission Office), Elisabeth Contrades (COR), Ron Lockwood (McCully-Moiliili Neighborhood Board), Kaleo Gagne (Manoa Neighborhood Board), Clifton Takamura (McCully-Moilili Neighborhood Board), and Carolyn and Mike Golojuch (Makakilo-Kapolei Neighborhood Board).

 

ROLL CALL OF COMMISSIONERS: A roll call of Commissioners established a quorum of six (6) members present.

 

COMMISSION BUSINESS:

 

Executive Session

 

Finley moved and Nekota seconded for the Commission to enter Executive Session Pursuant to Hawaii Revised Statutes Section 92-4 and 92-5 for the purpose of consulting with the Neighborhood Commission’s Legal Counsel on questions and issues pertaining to the Commission’s powers, duties, privileges, immunities and liabilities in relation to section 2-14-107 and 2-14-108 of the 2008 Neighborhood Plan. MOTION PASSED by UNANIMOUS CONSENT, 7-0-0 (AYE: Bailey, Finley, Gall, Nekota, Stubbs, Tamamoto, and Young).

 

The Commission convened Executive Sessions at 7:15 and ended at 7:23 pm, at which time the agenda items continued.

 

Authorization of a letter from the Neighborhood Commission to Neighborhood Board No. 34 and Kioni Dudley clarifying the 2008 Neighborhood Plan requirements

 

There were no comments from the Commission.

 

There were no comments from the public.

 

Finley moved and Stubbs seconded that the Commission authorize a letter that Kioni Dudley can no longer serve on the Neighborhood Board and this decision does not come from the individual Board but rather the Commission. 

 

The MOTION PASSED by UNANIMOUS CONSENT, 7-0-0 (AYE: Bailey, Finley, Gall, Nekota, Stubbs, Tamamoto, and Young).

 

Appointment of hearing officers for the public hearings on January 6, 2011 at Kapolei Hale and Honolulu Hale relating to the proposed amendments to the 2008 Neighborhood Plan.

 

Bailey volunteered to attend the Honolulu Hale hearing

 

Commissioner Young moved seconded by Finley to appoint Bailey and Finley as hearing officers for Honolulu Hale and Nekota and Tamamoto as hearing officers for Kapolei Hale.

 

Gall questioned what ever happened to the hearings on the Windward side. He stated that it was past practice to hold meetings on the Windward side to provide better coverage.  Bryan Mick explained that Satellite City Hall does not charge but the community college has charged in the past.


The MOTION PASSED by UNANIMOUS CONSENT, 7-0-0 (AYE: Bailey, Finley, Gall, Nekota, Stubbs, Tamamoto, and Young).

 

 

 

ANNOUNCEMENTS:

 

  • Public Hearings on the proposed amendments to the 2008 Neighborhood Plan are scheduled at Kapolei Hale Conference Room A and Honolulu Hale, Mayor’s Conference Room on January 6, 2011.
    • Ron Lockwood asked for clarification on the dates of the public announcement and if ample notice was given.  Bryan Mick stated that the notice was sent on December 6, which gave at least 30 day period for preparation. Lockwood’s concern was that the Boards were not allowed the time or opportunity to have formal input in the public hearings.

 

    • Lockwood asked that the Neighborhood Commission Office make the amendments to the Neighborhood Plan more visible on the website, give a price for a hard copy, and have the option of downloading a pdf file or having it emailed to a specific email address.

 

  • Next Regular Commission Meeting – Scheduled for Monday, January 24, 2010 at Honolulu Hale, Mayor’s Conference Room, at 7 pm.

 

ADJOURNMENT:  The meeting adjourned at 7:48 p.m.
