MONDAY, JUNE 28, 2010





CALL TO ORDER: Commission Chair Brendan Bailey called the meeting to order at 6:00 p.m.


Members PresentBrendan Bailey, Ed Gall, Bob Finley, Wilson Ho (arrived 6:16), Ron Mobley, Jeanette Nekota, Bob Stubbs, and Sylvia Young (arrived 6:16).


Guests/Staff – Mitchell Tynanes (Ewa Neighborhood Board) Rae Gee (Executive Secretary, Neighborhood Commission Office [NCO]), Bryan Mick (NCO), Theona Kapoi (NCO).


ROLL CALL OF COMMISSIONERS: A roll call of Commissioners was administered with a quorum of six (6) members present (Bailey, Gall, Finley, Mobley, Nekota, and Stubbs).




Executive Secretary – Executive Secretary Gee asked NCO staff member Kapoi to give a status update on the Complaints filed with the NCO. Kapoi reported there are 48 total outstanding complaints. 34 of those were filed under the 2008 Neighborhood Plan, the rest under the previous “old” Neighborhood Plan. Most of the complaints under the old plan still need to be pre-heard by the Department of the Corporation Counsel, as required.  Withdrawal letters had been sent to previously dated and filed complaints where the NCO believes the issue has become moot, but so far the two responses received have asked for the complaints process to continue to be processed.




Training Commission Committee – Committee Chair Nekota reported that she was in possession of the orientation video from the last installation ceremony as well as the video from the previous years Conference of Chairs. She plans to divide the video into excerpts to be used as “training clips” and will split it up, index it by topics, and post online in a similar fashion to the Hawaii Medical Services Association’s (HMSA) website. Commissioner Mobley asked if there was a way to give people “log in” credentials and credit them for watching the training video.  Committee Chair Nekota answered not at this time, and indicated that this would provide clarification that right now the office staff answers questions inconsistently and someone may call the NCO with the same question twice and get different answer depending on who answers the phone. There will be consistency in training via the internet, and saving time and money. Commissioner Mobley added that one day members could be tested on the material.


Ho and Young arrived at 6:16 pm. 8 members present (Bailey, Gall, Finley, Ho, Mobley, Nekota, Stubbs, and Young)




Regular meeting - The Regular Meeting minutes of March 22, 2010 was APPROVED as CIRCULATED , 6-0-2 (AYE: Bailey, Finley, Ho, Mobley, Stubbs, and Young. ABSTAIN: Gall and Nekota).


Regular Meeting – The Regular Meeting minutes of April 26, 2010 was deferred to the next meeting.



Mobley moved, and Nekota seconded, for the Commissioners to enter into Executive Session pursuant to Hawaii Revised Statutes Section 92-4 & 92-5(a) (4) and (8) for the purpose of consulting with the Neighborhood Commission's Legal Counsel on questions and issues pertaining to the Commission's powers, duties, privileges, immunities, and liabilities in relation to the review and approval of Executive Session minutes for March 22, 2010, and April 26, 2010.  MOTION PASSED by UNANIMOUS CONSENT, 8-0-0 (AYE: Bailey, Finley, Gall, Ho, Mobley, Stubbs, Young, and Nekota).


Executive Session convened at 6:22 p.m. and ended at 6:26 p.m., at which time agenda items continued.


ADJOURNMENT:  The meeting adjourned at 6:26 p.m.
