Rules of Speaking:  Anyone wishing to speak is asked to raise their hand, and when recognized by the Chair, to address comments to the Chair. Speakers are encouraged to keep their comments under 3 minutes, and those giving reports are urged to keep their reports under 3 minutes. Please silence all electronic devices. 

 

Note:  The Commission may take action on any agenda item. As required by the State Sunshine Law (HRS 92), specific issues not noted on this agenda cannot be voted on, unless added to the agenda.

IV.        APPROVAL OF MINUTES

A.          Special Meeting: December 15, 2010

B.         Executive Session – Pursuant to Hawaii Revised Statutes Section 92-4 & 92-5(a)(4) & (8) for the purpose of consulting with the Neighborhood Commission's Legal Counsel on questions and issues pertaining to the Commission's powers, duties, privileges, immunities and liabilities in relation to the review and approval of Executive Session minutes.

1.         Executive Session Minutes:  December 15, 2010

 

V.          COMMISSION BUSINESS

A.          Petition to dissolve the Koolauloa Neighborhood Board

B.         Adoption of proposed amendments to the Neighborhood Plan:

2-11-104:                 Moves section to Chapter 20 and renumber.

2-14-101 (a):           Defines who may administer the oath of office to a board member.

2-14-101 (c):           Changes 30 day deadline to 60.

2-14-101 (d):           Creates extension process for those unable to take the oath of                                        office within 60 days due to extraordinary circumstances, health                                     issues, or military service.

2-14-102 (c):           Add section which allows the Commission to extend                                                        Neighborhood Board member terms by one two-year term.

2-14-103 (a):           Designates chair pro-tem to be member who recently served as                                     an officer of the board.

2-14-104 (d):           Deletes word “meeting,” allowing appointments to occur after                                          meeting is called to order.

2-14-109 (c):           Requires special meeting agendas to be filed seven days prior to                                    the meeting.

2-14-111 (b):           Requires agendas to be filed seven days prior to the meeting and                                   for the NCO to receive it in an acceptable electronic format.

2-14-114 (d) (e):      Deletes sections in conflict with State law.

2-14-119:                 Deletes section in conflict with State law.

2-14-124 (g):           Requires Committees to file copies of minutes with NCO.

2-17-202 (b):           Adds ‘active’ to designation of pre-registered voters.

2-17-202 (e):           Allows Commission to determine what methods voter registration                                   form may be filed with the NCO.

2-17-209 (e):           Moves section to 2-17-208 (e)

2-17-309 (b):           Changes the date when election results must be released from                                      “on” to “no later than.”

2-18-101:                 Deletes section and renumbers remaining sections accordingly.

2-18-201 (b):           Allows the Commission to appoint the Executive Secretary as a                                      hearings officer.

2-18-202 (d) (8):      Changes deadline to issue written decision from 15 to 45 calendar                                 days.

2-18-203 (d) (7):      Allows the Commission to issue sanctions against someone filing                                  frivolous complaints.

2-18-203 (d) (10):    Specifies process for a hearings officer to conduct any hearing.

2-20-102 thru 2-20-105:  Inserts section 2-11-104 and renumbers accordingly.

A.          The next Regular Commission meeting is scheduled for Monday, February 28, 2011 at Honolulu Hale, Council Meeting Room, at 7:00 p.m.
