Important Notice

On June 30, 2025, Governor Josh Green, M.D. of the State of Hawaii, signed into law House Bill 1483 *ACT 243* RELATING TO FIREWORKS, which limits a person to purchasing 50 Firecracker Permits per year.
Disclaimer - Per the stated Fireworks Law - If you knowingly purchase more than 50 Firecracker Permits per person per year, you will not get a refund, nor will you get distributed any Firecracker Permits over the allotted 50 per person per year.
A firecracker permit must be purchased at least ten days prior to the date of use (event date). For example, December 21st is the last day to purchase a firecracker permit for New Year’s Eve.
A firecracker permit may only be issued to a person 18 years old or older and is required to purchase and use firecrackers on Oahu for the specified time. First and Last name on application must match the valid photo ID.
The New Year's Eve permit(s) must be picked up from your choice of various Satellite City Halls; however, due to the 2019 Novel Coronavirus, Satellite City Hall locations may have altered hours. Firecracker permits for all other events must be picked up at the HFD Headquarters.
The permit fee is $25 with a $.59 service fee.
Each permit allows you to purchase up to 5,000 firecrackers.
Multiple permits may be purchased for the same firing location.
Visa, MasterCard, or Discover Card are the only acceptable forms of payments. No cash, check, or debit card payments are accepted for online purchases.

It shall be unlawful for any person without a permit to possess, use, explode or cause to explode any firecrackers within the city on the island of Oahu.
The permit shall be non-transferable, and the permittee shall have the permit available for inspection at the location where the firecrackers are to used.
Any person who purchases, or sets off, ignites, or otherwise causes to explode any firecrackers shall be 18 years old or older.
Any person duplicating the fireworks permit will be prosecuted to the maximum extent of the law.
- Parents or guardians, having custody or control of any minor, who permit the minor to possess, purchase, or set off, ignite, or otherwise cause to explode firecrackers shall be deemed in violation of the fireworks requirements and shall be subject to the appropriate penalties.
- IT SHALL BE UNLAWFUL FOR ANY PERSON TO:
  Remove or extract the pyrotechnic contents from any fireworks;
  
  Throw any ignited fireworks:
  - From, at, or into a vehicle;
  - At a person or an animal; and
  - From above the first floor of any building; or
  - Set off, ignite, discharge, or otherwise cause to explode any fireworks:
    - Above the first floor of any building;
    - In any vehicle;
    - At any time not within the periods for use prescribed in the permit;
    - Within one thousand feet of any operating hospital, licensed convalescent home, licensed home for the elderly, zoo, licensed animal shelter, or licensed animal hospital;
    - In any school building, or on any school grounds and yards without first obtaining authorization from appropriate school officials;
    - On any highway, alley, street, side-walk, or other public way; in any park; on any public beach; in any officially designated forest or wildlife preserve; within fifty feet of a cane field; or within one thousand feet of any building used for public worship during the periods when services are held; and
    - Within five hundred feet of any hotel.
  - Any person who possesses, uses, explodes or causes to explode any firecrackers within the city without a permit shall be sentenced to a fine of not less than $200 and not more than $1,000 or by imprisonment of not more than 30 days or by both such fine and imprisonment.
  - Any person violating any other fireworks requirement shall be sentenced to a fine of not less than $250 and not more than $2,000 or by imprisonment of not more than one year or by both such fine and imprisonment.
  - Any property used or intended for use in the commission of, attempt to commit, or conspiracy to commit any violation of this fireworks requirements, or that facilitated or assisted such activity, and any proceeds or other property acquired or maintained with the proceeds from the violation of this article may be subject to forfeiture pursuant to Hawaii Revised Statutes Chapter 712A.
